Rehabilitation of Golovnaya HPP in Tajikistan Completed

On July 30th, operational acceptance certificate for rehabilitation of Golovnaya HPP was issued by the Tajikistan National Project Management Center (PMU), marking the successful completion and hand-over of the rehabilitation (LOT1) executed by JV Sinohydro Bureau 16 Co., Ltd. and PowerChina Chengdu Engineering Co., Ltd., in name of JV Sinohydro-HydroChina.


The Golovnaya HPP, built in the time of the former Soviet Union with installed capacity of 240MW originally, was completed in 1964. Around 60 years operation, the plant runs instable and increasingly breaks down. The turbine-generator units, main transformers, tailrace channel, irrigation channel and steel structures urgently need technical rehabilitation. On October 17, 2016, JV Sinohydro Bureau 16 Co., Ltd. and PowerChina Chengdu Engineering Co., Ltd. (hereinafter referred as the JV), formed by two subsidiaries of PowerChina Group, won the bid and was later on awarded the EPC contract with its strong technical strength and excellent market reputation, responsible for civil works of powerhouse, rehabilitation of gantry crane, replacement and installation of turbine-generator units(excluding Unit 4) and auxiliary works, replacement of steel structures and some civil works on dam and tailrace deck. 


Hydropower development is one of Tajikistan's national policies. Tajikistan has abundant water resources and great development potential. In his term, Emomali Rahmon, President of Tajikistan, always attaches great importance to improving people's livelihood, and he personally presided over the groundbreaking ceremony of the plant and also witnessed the generation ceremony of the last unit. As of the expiration of the defect liability period of the EPC contract on July 10, 2024, the original EPC contract value was increased by 27.8% through contract variation during construction, and generation by 5 rehabilitated units totals 4.545 billion kWh, among which 257 million kWh electricity valued approximately USD13.56 million is the benefit from earlier generation owing to early completion of the work by the JV.


The plant was partially in operation while rehabilitation was underway, the JV proposed to the best approaches in accommodating the complex situation during seven years construction period. Despite over one-year delay of equipment delivered on site due to Covid-19 pandemic and derived unfavorable social environment, generation in full capacity was realized ahead of the contract schedule, making this over half-century-old hydropower plant rejuvenated. The installed capacity of the plant is increased to 270 MW through rehabilitation and modernization, and its successful operation effectively eliminates the local and even national power shortage that has long plagued the government. When Nurek HPP, the main source of power in Tajikistan, broke down accidentally in January 2024, leaving Dushanbe in extreme power shortage, Golovnaya HPP turned to be the key alternative producer operating in full capacity and guaranteed stable power supply to the capital city.


While actively participating in the construction of projects in the fields of transportation, energy, and housing in Tajikistan, in recent years, PowerChina Group, together with its subsidiaries, has actively responded to the Belt and Road Initiative in fulfilling its social responsibilities and serving local development. Throughout the rehabilitation period of the plant, more than 150 jobs were provided to the locals, through which well-being of their families are greatly improved. On top of that, the JV also aided the locals with three schools accommodating 320, 320 and 620 students respectively in Bokhtar, Levakant city and Danghara district in Khatlon province. These[T1]  schools were successfully completed and handed over to the Ministry of Education of Tajikistan on January 19, 2024. Above practice of social responsibility on one hand strengthens friendship between China and Tajikistan, demonstrates the mission and responsibility of Chinese SOEs while conducting business overseas, and on the other hand improves brand image and corporate reputation of PowerChina Group in Tajikistan. Viewing the JV's excellent performance in rehabilitation work of Golovnaya HPP, the Client intends to continue cooperation with the JV on rehabilitation of Unit 4.  


Tajikistan, as an important country along the Central Asian route of the Belt and Road Initiative, is a friendly neighbor of China. Completion and hand-over of the three schools, along with the rehabilitation work of Gorovnaya HPP, once again proves that the Belt and Road Initiative has truly brought good opportunities for cooperation and friendship to all parties involved.
